| The Commonwealth is smart in working on a balanced budget. When revenues fall below what the Commonwealth can afford, very tough decisions have to be made to reduce cost and expenses. As in the private sector after all costs and expenses have been reduced but the budget is not balanced positions will have to be deleted. This may require mandatory furloughs and/or layoffs for state employees. We can lower the salary for positions across the board so that the current employee is not affected but the one accepting the position would start at the lower salary. | |||

| b) Medicaid expansion is a scam by politicians. They promise coverage and services as a cure all. The truth is that yes they will have coverage, they will have a plastic card for their wallet but the services will not be there. Why? Because more and more physicians are dropping out of the medicaid program because of the low reimbursement for services rendered. The other issue is when the federal government reduces the match level of 90%, the Virginia taxpayer will have to bear the costs of Medicaid. It will break the budget. | |||

| Education decisions on spending and policy need to be set by the local school districts with the approval of parents and teachers. This is more cost effective and meets the needs of the locality. People do not realize the economic development that good schools bring. | |||
| Education may not need more money after the unfunded mandates from the federal and state governments are removed. The local funds spent would and could be distributed directly to the local school districts needs and desires. Pay increases, purchase of new technology, and new school buildings. Having great schools help with economic development. People will move to your school district and make an investment in that community. |
